The first state having recognized the Republic of Azerbaijan, which declared its independence after Soviet Union collapsed, was Turkey. On November 9, 1991, Turkey officially recognized Azerbaijan’s independence and on January 14, 1992 diplomatic relations were established between these two states.
Favorable opportunities were created for development of relations in different directions after Azerbaijan gained independence. However, Azerbaijan’s suitable geopolitical position, various interests of Russia, Iran and Armenia in Azerbaijan, in particular Russia’s efforts to keep Azerbaijan under its influence caused a short-term coldness in Azerbaijan-Turkey relations in the first years of independence. But the return of great leader Heydar Aliyev to the power and the balanced political strategy he pursued restored the historically strong cooperation between the two countries and laid the foundation of strategic cooperation.
The cornerstone to the present development of Azerbaijan-Turkey relations can be considered the Contract of Century signed on September 20, 1994. Representation of company "Türk petrolleri" in the consortium of foreign petroleum companies laid the basis to the strategic cooperation between the two states.
This contract, an important factor in economic cooperation between Azerbaijan and Turkey, and 3 major global economic projects accomplished on the basis of the Contract (Baku-Tbilisi-Ceyhan oil, Baku-Tbilisi-Erzurum gas and Baku-Tbilisi-Kars railway) deepened the relations between the two states, contributed to the regional peace and security.
Regular official and working visits of heads of both states in the 90s resulted in signing of different documents. Continued in the 21st century, this process rose to the new phase of strategic partnership.
Today, relationship with the Republic of Turkey, as a reliable strategic partner, is a priority in the foreign policy course of the Republic of Azerbaijan and a special importance is attached to the enhancement of these relations.
