Use of modern technologies is important today to Azerbaijan, which enjoys a successful political and economic development, century-old rich historical traditions, tolerant environment for common life of different nations. The purposeful development model underway in the republic is directed to the liquidation of oil dependence, use of alternative sources. The key branch in this strategic line is rapid development of ICT sector, replacing oil revenues with ICT revenues. Fast steps have already been taken in this course, results gained. A consistent, purposeful, strategic “e-development model”, which features development of ICT, use of existing potential to the maximum and promotion of the republic’s information potential in the international scale, also experience of the developed countries, is being implemented in Azerbaijan over the past years.
In this respect, creation of “ASAN xidmət” (easy service), which can be a sample to a number of developed countries, resulted in the application of the world’s most advanced experience in Azerbaijan. Creation of the service demonstrated the formation of a modern state in Azerbaijan, application of new technologies. The President of the Republic of Azerbaijan signed on July 13, 2012 an important decree assuring a transparent and rational information society. The decree envisaged creation of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and “ASAN xidmət” centers under the Agency. On September 5, another decree approved the Agency’s regulations and structure. The goal is rendering a direct service to citizens, building a sincere contact between government bodies and citizens, preventing misuse of positions. “ASAN xidmət” excludes the violation of citizens’ rights. Using the new model, the Republic of Azerbaijan, to which the fight with corruption is a vital target, openly showed its intention. Creation of the service allows citizens to quickly and normally contact public institutions, helps realize effective management.
Organization of mobile “ASAN xidmət” centers also in regions indicates a high-level service to citizens, a national policy aiming at the solution of problems they face. Opening of “ASAN xidmət” center in Ganca, one of the most developed and big towns in the republic, reflects the theoretical and practical solidarity between government and citizens. It once again proves Azerbaijan has reinforced its position in the new information space, become a member of information cooperation. Creating “ASAN xidmət”, which provides a basis to the application of necessary and worthy service to citizens, our republic has completed in practice the period of integration into information society.
