“Negotiation for negotiations”

The Nagorno-Karabakh war, which has been lasting for more than 20 years, remains as the most painful problem to the Republic of Azerbaijan because of Armenia’s partial position, unsuccessful political strategy and “material” support of its protectors. The 20-year history resulted in the evolution of Azerbaijan’s modern development line, rebirth and regional leadership of modern Azerbaijan, while Armenia’s negligent, colonial yoke policy drove it into decline, political and economic collapse. Today, Armenia and Azerbaijan cannot be compared from the quantity and quality standpoints. However, the disgusting state, which does not give up its claims for Nagorno-Karabakh under the pressure of certain pledges and due to support of the force, tries, unaware of the future of the irrational policy, to realize the Karabakh interpretation, which is “strict” or based on personal opinion. Opinions, steps of the Republic of Azerbaijan for the settlement of the conflict are evident. Azerbaijan has for long years been declaring its intention for the peaceful resolution of the conflict and has established the necessity for intensive meetings of officials of both states. But nonconstructive position of Armenian officials, who do not take any step and initiative to settle the conflict, brought to the failure of negotiations. The next meeting of the presidents in Vienne on November 19 was held on the initiative of Azerbaijan. The two sides reached in the meeting an agreement to intensify the process of settlement of the Nagorno-Karabakh conflict peacefully. According to the information posted on the official site of OSCE, this has been verified in the statement of the Organization’s Minsk group. The statement says the presidents held wide discussions on the resolution of the Nagorno-Karabakh issue in one-on-one meeting and consultations held with participation of co-chairs and ministers. The long-expected meeting was appreciated by the Minsk group co-chairs. Evaluated as a decisive factor for the peaceful solution of the conflict, the meeting caused a huge resonance, inspired some hopes, however there is still no result. All meetings held so far were unfruitful, sine this process cannot be accomplished upon a desire of one side only. The peaceful settlement of the conflict demands a joint activity. A passive political approach of the Minsk group, which has assumed obligation in this sphere, destroys hopes for the soon resolution of the conflict. The expected meeting of the presidents within next 2 months can on one hand justify the impressions on the Minsk group’s demonstration of an active position and on the other hand show the change in the position of Armenia towards the settlement of the conflict. With a humanist approach, Azerbaijan has always exhibited a state philosophy, however the policy of “negotiation for negotiations” is a moment Azerbaijan is strict about.

The meeting and its outcomes cast doubt on political reality for any outlook. Azerbaijan’s style of rational approach does not deny the alternative of war. This is the unambiguous way Azerbaijan has determined: Azerbaijan will not admit the existence of the second Armenian state within its territory. So, the version of war is not excluded and is declared, if the negotiations have no result.
