The growth of intellectual potential in the globalizing world increases the need for new technologies that are the parts of modern progress. Technologies rapidly influence a human life. Innovative information technologies play a special role in the development of society, implementation of exchange of knowledge and experience, establishment of important cooperative relations. The 21st century, which is characterized as “century of information”, will be remembered with the application, use and exchange of new technologies. Information technologies raise the efficiency in both the speed of multilateral service and activities done.
The use of modern technologies is necessary today to Azerbaijan, which enjoys a successful political and economic development, century-old rich historical traditions, tolerant environment of safe assurance of common life of different nations. The purposeful development model underway in the republic targets the liquidation of the oil dependence, the use of alternative sources. The major branch of this strategic line is an intensive development of ICT sector, replacing oil revenues with ICT incomes. Quick steps have already been taken in this direction, fruitful works accomplished. The continuous, purposeful, strategic “e-development model”, which includes experience of the developed countries as well, is under implementation in the recent years in Azerbaijan to develop ICT, use the existing potential to the maximum and promote the republic’s information potential in the world. These obligations are personified at the Ministry of Communications and Information Technologies, which carries out the state policy in the respective sphere. Numerous legal and normative acts adopted in the field of the application and development of new technologies aim at the effective use of the country’s e-resources.
For ICT Development Index, Azerbaijan is ranked between developed and developing countries and ranks in the group of top 10 dynamically developing countries in the past 5-7 years. As a result of the purposeful state policy the country’s ICT sector rose twice every 3 years and an average annual growth totaled 20-25% for the last 8-10 years, which leaves a global development rate 2-3 times behind. In the Global Information Technology Report 2012 Azerbaijan rose 9 degrees and ranked 61st out of 142 countries for Networked Readiness Index. According to this report, Azerbaijan leads in CIS for the number of Internet users per every 100 persons. Azerbaijan is one of few countries having an artificial satellite and the second satellite is expected to be launched in 2016.
The economic power of a state is measured today with the possession of ICT. In this respect, transition into the information society, application of new technologies in all spheres of society has been set as a key target to our republic. The Azerbaijan 2020: Vision into Future Concept mentions by 2020 transition into information society must be ensured, innovative economy based on knowledge built, application of ICT and e-services in governmental and local self-governing bodies, also action in the sphere of information security enlarged.
