Education is a key factor in the development of every country. This thesis is obviously reflected in the practice of the developed states. The development of every state is related not to natural resources only, but to quick, rational personnel with a deep and comprehensive knowledge in all spheres. These personnel guarantee a durable and dynamic development of a state. Of course, such personnel are raised by a perfect education system sourced from knowledge, education, science. Future progress, successes of state directly depend on the quantity of personnel enjoying an intellectual potential. Only countries with high-level science, education, knowledge develop on the high level. Educated personnel confidently take a state ahead.
Dynamic development tendencies in the country and in the world, radical changes in the field of education, Azerbaijan’s entrance to the new phase of development, taking significant steps towards integration into European and global education space are the key objectives to the education system of modern Azerbaijan. All these processes are covered in the education legislation, including the Law on Education. However, it was necessary to provide a new base to the legal and social vacuum considering the main directions of education policy and strategy, encouraging the improvement of the national education system, which will serve our nation and development of education in Azerbaijan, also the acceleration of the integration into the global and European education system, serving the identification of educators’ status. In this respect, the order President Ilham Aliyev signed to approve “Public Strategy on the development of education in the Republic of Azerbaijan” in order to create an economically sustainable education system with an infrastructure based on competent educators and latest technologies and taking a leading position in the world is of special importance. The document characterizes the development of human capital as the most important factor for the successful integration of economy into the global system and taking much more benefit from international competition, as the major duty for the education system of the country. According to the document, knowledge and skills, ethical and moral norms and values gained in the education process provide necessary conditions for every receiver of education to become a worthy member of society, change into an exemplary colleague, family member and citizen.
“Raising the quality of education demands reestablishing the education management system, developing human resources in this sector and increasing the influence of the profession of pedagogy.” This thesis, emphasized in the Strategy, expresses the sense of the education policy of the state, fullness and availability of the target set.
The Strategy envisages large-scale actions for the creation of an education system taking a leading position in the world for quality results and comprehensiveness, possessing an infrastructure based on competent teachers and education managers, advanced technologies. The adoption of the Strategy proved the necessity of the role the education policy plays in the life of state and the possibility of building the future Azerbaijani society on the basis of a perfect and pragmatic education system. Another distinctive feature of its adoption was confirmation of direct dependence of education system on the power of state, welfare of people, its recognition as a key factor in economic development.
