French La Diplomatie news portal has issued an article about the European Court of Human Rights` decision on "Chiragov and others vs Armenia case”. "The official recognition of the ethnic cleansing policy in the Nagorno-Karabakh region will be a major blow to the aggressor Armenia that is accused of the crimes against humanity. The European Court of Human Rights' decision is of great importance from the point of view of eliminating the current status quo and solving the Nagorno-Karabakh conflict," says the article.
The portal says that with this decision the court recognizes IDP's rights to return to their homelands and acquire their properties. “For the first time since the beginning of the conflict the Court has recognized that some part of Azerbaijani territories are occupied by Armenia and the Nagorno-Karabakh is today under the control of Armenian armed forces. The court justifies its decision with the defined rules by the international law and assesses Armenia's control over Nagorno-Karabakh as a fact of invasion.”
“The execution of the decision demands IDPs` return to their homelands and immediate withdrawal of the Armenian troops from the occupied territories. Many conditions proposed by Armenia for the peaceful resolution of the conflict are de facto cancelled with this decision. In this regard, the Court's decision is a key step in favor of Azerbaijan for the negotiations on the settlement of Nagorno-Karabakh conflict.”
