Creation of the People’s Republic of Azerbaijan was an eminent story in the century-old statehood history of Azerbaijan as one of the brightest pages in the statehood chronicle of our nation. Creation of the People’s Republic of Azerbaijan and establishment of the national state was of huge importance for assurance of sovereignty of our people, formation of its historical memory. M.E.Rasulzadeh, F.Khoisky, N.Yusifbeyli, A.Safikurdsky, A.Topchubashov, K.Khasmammadov, J.Hajinsky, S.Mehmandarov and others played big role in creation and ruling of the Democratic Republic of Azerbaijan.
In his appeal to the Azerbaijani people on the 80th anniversary of creation of the People’s Republic of Azerbaijan in 1998, national leader Heydar Aliyev divided the period after creation of the People’s Republic of Azerbaijan in 4 phases. The first phase - 1918-1920 – existence of the People’s Republic of Azerbaijan; the second phase - 1920-1922 – existence of the Soviet Socialist Republic of Azerbaijan; the third phase - 1922-1991 – totalitarian regime, communist ideology prevail in Azerbaijan, which exists in the Union together with other ally republics; the fourth phase – from December 1991, declaration of state independence of Azerbaijan as result of the collapse of Soviet Union till present.
Establishment of the People’s Republic of Azerbaijan, the first democratic republic in the Muslim East after the 90-year czar slavery, was related to the necessary factors. The end of the WWI, collapse of the Russian czarism, October revolution in Russia and tensioned situation after that, failure of the Moscow administration in assuring the complete control over the former territories of Russia, political circumstances in South Caucasus provided favorable conditions for the creation of the People’s Republic of Azerbaijan.
Creation of the People’s Republic of Azerbaijan restored our lost statehood. Also establishment of the People’s Republic of Azerbaijan laid the foundation of the creation of independent state, government of Azerbaijan on the basis of democratic principles for the first time in history of our people. Playing an important role in history of the national statehood of our country, the People’s Republic of Azerbaijan did huge works for its 23-month existence, stimulated the economic-political, sociocultural reforms.
One of the most important contributions the People’s Republic of Azerbaijan gave to the independent Republic of Azerbaijan is that for the first time in the East, in the Islamic world a state based on democratic ruling was established and the cornerstone of independence and democracy was laid in Azerbaijan.
The modern Republic of Azerbaijan is successor of the People’s Republic of Azerbaijan. The Constitutional Act on Independence adopted on October 18, 1991 says our independence lost in 1920 is restored. Being the political successor of the People’s Republic, the Republic of Azerbaijan adopted its flag, emblem and anthem, used rich traditions of the People’s Republic of Azerbaijan. May 28, 1918, the day the Independence Declaration was declared, is celebrated today as Republic Day.
As a faithful and worthy successor of the People’s Republic of Azerbaijan, the Republic of Azerbaijan is rapidly implementing and developing the processes of formation of a democratic state, the basis of which was set in 1918-1920. The obvious example of the national statehood strategy of modern Azerbaijan is achievements of historical significance gained since 1993. These achievements feature assurance of public-political stability, laying the basis of the national development strategy, successful oil strategy correctly directed to the future, achievements obtained in the sphere of formation of democratic, legal and secular state, adoption of the first democratic Constitution of Azerbaijan as an independent, democratic state, which the People’s Republic of Azerbaijan could not adopt, in the referendum in 1995. The modern Republic of Azerbaijan has been accepted as a reliable member of international community, successfully passed through the path of integration into the world community. The national development strategy, started by the Great Leader, is applied today with new shades. Azerbaijan has been functioning as a nonpermanent member of the UN Security Council and this proves that its successful political strategic line is the focus of attention of the world states.
