Efficiency of development of nonoil sector in Azerbaijan

The correct and fruitful use of revenues coming from oil, an irreplaceable national wealth of Azerbaijan, is the basis to our economic strategy and in general the strategic line directed to the long-term future. The use of oil should not be implemented taking only the present needs into consideration. It should be forecasted for the future. Oil belongs not only to the present but also to future generations. The efficient use of this rich natural resource for the interest of every citizen of the country, prevention of dependence of economy on oil factor only, use of the revenues for strengthening the scientific and intellectual resources and forming the human capital are the priorities of the state policy.

Historical experience shows that sometimes rich natural resources bring nations and states not sustainable development, but plenty of problems. Some countries rich in oil are dominated by tension and instability, deprived of the right of ownership to their own natural riches. Just as result of the wise strategy based on the firm principles present Azerbaijan is in the path of stable political and economic development and has become a regional power, which plays a significant ole in the new world order.

The key formula of achievements gained in the field of economy in our country, which has stepped into the way of intellectual economy is based on oil+intellect. Decreasing the oil dependence, this formula envisages creation of fundamental bases allowing to keep the speed of the dynamic economic development. Oil is exhaustible natural wealth. To President Ilham Aliyev, huge funds coming from this irreplaceable natural wealth must be directed first of all to development of human factor, sustainable national development must be ensured via applying the latest achievements of scientific and technical progress. The head of state says to Azerbaijan oil is not the purpose, but is a tool to assure sustainable economic progress.

A comparative analysis of statistics of the past years allows us to say Azerbaijan has achieved an unprecedented progress in the sphere of economy. Intellectual economic strategy has played an undeniable role in gaining these achievements. Statistics of January-April 2013 prove that these principles have been realized not in theory only but in practical action as well. Production has increased 2,8% in nonoil sector, 1,5% in oil sector. We can say without exaggeration that to achieve a comprehensive progress of Azerbaijani economy, works are done to assure rapid development of nonoil sector, purposeful measures taken to encourage involvement of investments in this sphere.
