The use of the successful national development strategy has changed Azerbaijan into a leading state in the region on the basis of economic, political and military progress, which demands cooperation with the region’s states and leading forces of international arena. Azerbaijan has formed the image of strategic partner, reliable collaborator with neighbor states and force centers. Our country is the leading player in all regional issues and no project of strategic importance in the region can be performed without Azerbaijan.
  
The motives for the military and economic partnership of the Republic of Azerbaijan can be assessed in the following way:

- Development of intergovernmental economic relations depends on the integration of national economies on the international level. Realization of economic development beyond intergovernmental economic relationships is impossible. Formation of economic cooperation on the international and regional levels is necessary;

- Policy is pursued under the motto “state with strong economy is capable of everything” and economic strength of Azerbaijan helps its recognition as a reliable partner;

- Threats and risks caused to Azerbaijan by the Armenian-Azerbaijani, Nagorno-Karabakh conflict has brought to the enhancement of military cooperation and search for military partner for Azerbaijan;

- Cooperation towards adaptation of the armed forces to the NATO standards, support from NATO to the creation of the ministry of defence industry in Azerbaijan and intensive visits to Azerbaijan and negotiations prove Azerbaijan’s desire to integrate into the globe in the military sphere is based on the real foundation;

- Economic potential, natural riches, favorable natural and geographic environment put Azerbaijan on the focus of attention of states as an economic partner and established economic cooperation.

The list of the countries, which are partners to Azerbaijan in the military sphere and possess special position in the scheme for development of defence industry, includes 4 countries basically: Turkey, Israel, the Republic of South Africa, and Pakistan on the certain level. Azerbaijan is establishing a serious process of cooperation with these countries in the field of defence industry and weapon purchase. The process of modernization of military equipment in the arsenal of the Armed Forces of the Republic of Azerbaijan and strategic action of Baku in this direction catch the attention of the Western circles. The NATO institutions declare formally and informally readiness to begin discussions and cooperation with Azerbaijan in this course. Cooperation with NATO is accepted not as a support to the realization of military operations of our country, which is in the state of war, but just as a technical support to the reforms carried out in the armed forces. This is the target of the military and technical cooperation of the West with Azerbaijan, which has started now and will be expanding in the strategic plan. The group of states for strategic period is enlarging. The Republic of Azerbaijan has signed agreements and memorandums providing the legal basis to military relations with 29 countries. 

Economic strategy pursued since 1993 assists the recognition of the republic’s economic potential, enhancement of intergovernmental economic integration, revival of economic life. Economic partners to Azerbaijan are Turkey, Russia, Georgia, Belarus, Ukraine, Germany, France, Italy, Great Britain and so on.

Achievements in the military and economic sphere particularly in the recent years have changed Azerbaijan into one of the key partners. Every state is interested in the creation of partnership for its interest. Favorable economic conditions in Azerbaijan provide a real basis for this. Confirmation of Azerbaijan, which completed in 2009 the period of transition in the economic sphere, as an influential state in the energy policy, its recognition as a military strategic partner is the successful result of our purposeful and correct military and economic strategy. The strategy of the Republic of Azerbaijan directed into the future proved its efficiency and practicality and characterized Azerbaijan as a state of military and economic power.
